A Vision for Lagos: The 2027 Promise Agenda

Dr. Obafemi Hamzat, the Deputy Governor of Lagos State and the All Progressives Congress (APC) governorship candidate for the 2027 elections, has officially unveiled a comprehensive policy agenda. Presented at an event organized by the Lagos Chamber of Commerce and Industry (LCCI) in Victoria Island, the plan is framed as a social contract with the residents of Lagos, intended to take effect on May 29, 2027, should he be elected.

Addressing Transportation and Infrastructure

Hamzat identified transportation as a critical challenge, noting that traffic congestion results in an estimated N1 trillion in annual economic losses. With a vehicle density of 212 vehicles per kilometre, he emphasized the necessity of alternative transport systems. His proposed reforms include the expansion of Bus Rapid Transit (BRT) services, the development of rail infrastructure, and a significant boost to water transportation to alleviate road pressure. Additionally, the agenda targets the improvement of 63 identified traffic junctions and the creation of greener public spaces.

Economic Growth, Technology, and Food Security

The candidate’s economic strategy focuses on supporting small and medium-scale enterprises (SMEs) through mentorship and the harmonization of government levies. Highlighting the state’s technology sector, Hamzat noted that the Yaba tech ecosystem has grown into a $15.3 billion economy. He pledged to expand the state’s fibre-optic network to 6,000 kilometres and implement a ‘local-first’ procurement policy for Nigerian technology firms.

Regarding food security, the agenda includes the development of a 420-hectare food logistics hub and a cold-chain network designed to reduce food wastage and lower logistics costs for market traders. A proposed N500 billion guarantee scheme for farmers is also central to the plan.

Security and Social Welfare

On the security front, Hamzat announced plans to recruit 2,500 additional personnel for the state’s safety agency, building on the existing 6,800-member force. He also addressed justice reform, proposing an increase in the civil jurisdiction of magistrates’ courts to reduce the backlog of cases in the High Courts. Furthermore, the agenda includes provisions for child protection, vocational training support, and a commitment to allocate five per cent of business support funds specifically to women-led enterprises.

Accountability and Business Engagement

LCCI President Leye Kupoluyi welcomed the engagement, emphasizing the importance of evidence-based policy for the business community. He urged the next administration to prioritize the reduction of the cost of doing business and the improvement of infrastructure. Hamzat stated that his agenda is designed with measurable targets, allowing residents to hold his administration accountable for its performance throughout his tenure.
