ABUJA — Senator Emmanuel Memga Udende, representing Benue North-East Senatorial District in the 10th National Assembly, has recorded a range of legislative and constituency interventions spanning security, healthcare, employment, education, infrastructure, agriculture, electricity, water supply and humanitarian support since assuming office in June 2023.
Beyond his activities on the floor of the Senate, Udende has pursued initiatives aimed at bringing federal presence and development closer to communities across the seven local government areas of Benue North-East.
His reported interventions include motions on insecurity, legislation for a Federal Medical Centre in Adikpo, employment facilitation, support for displaced persons and several constituency development projects.
Key Achievements at a Glance
Federal Medical Centre, Adikpo
One of Udende’s major legislative initiatives is the Federal Medical Centre, Adikpo, Benue State (Establishment) Bill, 2024 (SB.519).
The bill, sponsored by Udende, passed the Senate on May 21, 2025. The proposed facility is intended to bring federal healthcare services closer to residents of Benue North-East and neighbouring border communities.
Adikpo, located in Kwande Local Government Area, is a significant community in the district and serves populations close to Nigeria’s border with Cameroon.
Security Advocacy
Security has been a major focus of Udende’s legislative activities.
On March 6, 2024, he moved a motion concerning worsening insecurity and killings in parts of Kwande, Ukum, Logo and Katsina-Ala.
Following the motion, the Senate resolved to engage the President and relevant security authorities over the attacks and called for stronger security measures and surveillance.
Police Recruitment and Federal Character
On February 29, 2024, Udende moved a motion that led the Senate to direct the Police Service Commission and Nigeria Police Force to ensure recruitment of at least 10 persons from each of Nigeria’s 774 local government areas, in accordance with the Federal Character principle.
The initiative focused on improving equitable representation in police recruitment across the country.
Anti-Corruption and EFCC Oversight
As Chairman of the Senate Committee on Anti-Corruption and Financial Crimes, Udende has also been involved in legislative oversight of the Economic and Financial Crimes Commission (EFCC).
He sponsored a motion commending the agency’s performance while also prompting scrutiny of its operations and the legal basis for deductions from recovered funds.
The intervention placed questions surrounding financial accountability, recovered assets and institutional effectiveness before the Senate.
Democratic Representation
Udende has also participated in Senate interventions concerning democratic governance.
In October 2024, he contributed to a motion concerning alleged flaws in local government elections in Benue and other states.
He maintained that the issue should be approached as a matter of democratic principle rather than party politics.
Employment and Youth Empowerment
According to information supplied by his office, Udende has facilitated pensionable employment for more than 30 indigenes of Benue North-East in federal institutions and agencies.
His office also reports employment opportunities through legislative aides and various youth empowerment initiatives.
In the digital economy space, the constituency office reports that 42 youths benefited from digital marketing training, with computers and start-up support provided to participants.
The initiative is aimed at equipping young people with practical skills and opportunities in the growing digital economy.
Education
Udende’s constituency interventions have also included education-focused projects across the senatorial district.
According to information from his office, these include:
- ICT centres equipped with computers.
- Classroom blocks.
- Hostel projects.
- Scholarships for students from Benue North-East.
- Educational support across communities in Katsina-Ala, Konshisha, Logo and Ushongo.
The projects are intended to improve access to educational infrastructure and support students within the district.
Electricity and Infrastructure
Infrastructure interventions attributed to the senator’s constituency office include a 500KVA transformer at Jato-Aka, electricity extensions and solar-powered streetlights in several communities.
The office also reports an ongoing River Afia Bridge project in Ukum, aimed at improving connectivity and movement within affected communities.
Water Supply
Water infrastructure has also formed part of the constituency development programme.
Several motorised and solar-powered boreholes have reportedly been provided across communities in Ushongo, Ukum, Vandeikya, Konshisha and other parts of the senatorial district.
Such projects are particularly important in rural communities where access to reliable potable water remains a major development challenge.
Agricultural Support
Agriculture remains central to the economy of Benue North-East.
According to information supplied by the senator’s office, Udende’s agricultural support programme has included the distribution of NPK and urea fertilisers to the seven local government areas of the senatorial district during cropping seasons.
The initiative is aimed at supporting farmers and improving agricultural productivity.
Humanitarian Support
The security crisis in parts of Benue has left communities displaced and vulnerable.
Udende’s office reports repeated distributions of relief materials to communities and internally displaced persons affected by attacks in Kwande, Ukum, Logo and Katsina-Ala.
The interventions are presented as part of efforts to support families affected by insecurity while broader security and resettlement challenges continue.
Healthcare Outreach
Beyond the proposed Federal Medical Centre in Adikpo, the senator’s constituency office has also reported a free medical outreach in Zaki-Biam.
The programme provided medical services, including major and minor surgical procedures and eye-care interventions.
From Senate Floor to Grassroots
The legislative record provides only one part of Udende’s activities in the 10th Assembly.
His constituency interventions suggest an approach in which representation is expected to translate into tangible projects, opportunities and direct support for constituents.
The Federal Medical Centre, Adikpo Bill is perhaps one of the clearest examples of the connection between legislative action and grassroots needs.
The proposed facility is intended to address the healthcare challenges faced by residents of Adikpo and surrounding communities, particularly those living far from existing federal healthcare facilities.
The Senate’s passage of the bill in May 2025 therefore represented a significant legislative milestone for the senatorial district.
If ultimately established and fully operational, the facility could improve access to specialist healthcare while also contributing to economic and infrastructural development around Adikpo and neighbouring communities.
A Voice on Insecurity
Security remains one of the most pressing issues confronting Benue North-East.
Udende has repeatedly brought the concerns of affected communities before the Senate, including through his March 2024 motion following renewed killings across parts of Kwande, Ukum, Logo and Katsina-Ala.
His interventions have also extended beyond the Senate chamber.
According to his constituency office, relief materials have been distributed to displaced communities, while support has also been provided to security formations, including the reported provision of a Hilux vehicle to the Nigeria Police Force at Gbeji Divisional Headquarters in Ukum.
These interventions reflect an attempt to combine legislative advocacy with practical constituency support.
A Record Still Unfolding
With the 10th National Assembly now in its third year, Senator Emmanuel Memga Udende’s reported record combines legislative interventions with constituency development initiatives across several sectors.
His activities have touched on security, healthcare, education, employment, agriculture, electricity, water supply, infrastructure and humanitarian assistance.
